Relevant legal procedures have been followed in order to have a valid alternative to Hawaii to build the TMT at El Roque de los Muchachos Observatory (La Palma, the Canary Islands). Moreover, an Environmental Impact Assessment (EIA) has been developed for this purpose. The EIA has been made public and has been validated by the competent authorities.
